Governor Charlie Crist has until tomorrow, April 6th, to decide whether to sign or veto House Bill 1207 dealing with campaign financing. The legislation contains a package of provisions some of which are good, but most of which are bad. The bill does restore some reporting requirements for 527 committees and ECO's or electioneering communication organizations. A federal judge struck down previous regulation last year.
But the League opposes this bill because it also creates a new way for legislative leaders to raise unlimited contributions from interests with business before the legislature. In the bill they are called "Affiliated Party Committees," but in reality these new campaign finance accounts are "Leadership Funds."
Leadership funds were banned under state law over twenty years ago because lawmakers recognized that they have a bad effect on the legislative process. They provide a direct conduit for those who seek to manipulate public policy to buy access and influence with legislative leaders. Legislative leaders then use the money to fund the campaigns of their supporters, thus solidifying their control over the chamber. Since these funds were banned, legislators have used political parties and committees to get around the ban. The League believes that rather than recreating and legitimizing leadership funds, the legislature should close the loopholes that exist that allow this practice to continue.
